By doing so, he is effectively saying that four or five spots on the World Cup squad are still up for grabs since he’ll be able to take 23 men to Germany. This kind of motivational tool is actually what some of the players on the fringe need. They know that if they work hard they might be rewarded with a ticket to Germany.
